Catalog description of the course: "A general survey of the political and managerial factors which affect the administration and management of the public's business." 


The purpose of this course is to introduce you to the complexity of the workings of government bureaucracy.  At the end of the course, you should be able to:

  1. Explain several theoretical perspectives on the purpose of government.
  2. Explain the policy process.
  3. Explain the history of American bureaucracy.
  4. Explain the major concepts, issues, and concerns in public administration.
  5. Explain the decision-making process in public bureaucracies.

Course assignments and exams:
1. Daily participation in class discussions and frequent student assignments. 1,500 points (student assignments will count for 1,000 of these points).
2. Daily participation in forums posted in the "Discussion Board" section of the course's Blackboard site. 1,200 points.
3. First exam (part one). 300 points.
4. Final exam. 500 points.
       Total number of points possible: 3,500 points.

HOW TO CALCULATE YOUR GRADE IN THIS CLASS: If you earn 90% or more of the total number of points possible, you will receive an A.  If you earn at least 83% but less than 90% of the total number of points, you will receive a B.  If you earn at least 73% but less than 83%, you will receive a C.  If you earn at least 63% but less than 73%, you will receive a D.  Less than 63% is a U.  Regarding assignments and tests: do not cheat or plagiarize.  If you cheat or plagiarize, it is grounds for receiving a failing grade in the course.  Here is a website that explains plagiarism.  For FHSU's policy on Academic Honesty, click here

        PART ONE: A THEORETICAL PERSPECTIVE

Activities for Part One of the class:
    1) Lectures/discussions on government and bureaucracy.
    2) Bureaucracy at the local, state, national, and international levels.
    3) First exam.  Due date will be announced.
         Answer these two questions:
        1. Why government?
        2. Argue both for and against world government/bureaucracy.

The two major questions we will consider:
    1) What should government (not) do and how should government (not) act?
    2) At what level should government operate?
       a. local, national, regional, global
       b. geographically, virtually

        PART TWO: PUBLIC ADMINISTRATION TODAY

Activities for Part Two of the class:
    1. Read and discuss the required texts.  Daily participation in class.  A calendar for the reading schedule will be provided in a separate document.  On a very frequent basis each student will be assigned a specific section from a chapter and will be required to make a five to ten minute presentation on that section.  These assignments will be given after the semester begins. Late assignments will not be accepted.
    2. Daily participation on the course's Discussion Board.  Specific topics for discussion will be posted.  Late assignments will not be accepted.

        PART THREE:  THE FINAL EXAM

For the final exam:  The class will be organized into five groups.  Each group will prepare an answer to all five questions.  On the day of the final, each group will be assigned ONE question on which the group will present an answer - so each group should make sure to prepare answers to all five questions.  During the final, while one group presents the other students will evaluate the presentation.  A site for each group has been created in the "Discussion Board" section of the class's Blackboard site, and each group can use its forum to discuss the questions, formulate responses, and organize presentations of their answers.

1. Explain several theoretical perspectives on government  (review first several lectures/discussions of the class).

2. Explain the policy process  (consult all books but Anderson's book will be especially helpful).

3. Explain the history of American bureaucracy (consult all books but Stillman's book will be especially helpful).

4. Explain the major concepts, issues, and concerns in public administration (consult all books).

      5. Explain the decision-making process in public bureaucracies (consult all books but pay particular attention to Stone's book).
