Professional Teacher Education Program Policies
Admission to Teacher Education
A.1 ADMISSION TO TEACHER EDUCATION POLICY
- Candidates who do not hold a bachelor’s degree must have achieved a
cumulative 2.75 GPA including a minimum of 36 hours of General Education
credit.
- Candidates who hold a bachelor’s degree from a regionally accredited college
or university must have achieved a 2.75 GPA on the last 60 hours of college
credit.
- Candidates who do not hold a bachelor’s degree must have PPST scores of
Math 172, Writing 172, and Reading 173 OR have ACT scores of 22 in Math-
Total Score, English-Total Score, and Reading-Total Score. If a candidate
does not achieve a score of 22 in one of those areas of the ACT, the
candidate may meet the requirement in that area by achieving a passing
score on the PPST in the corresponding area.
- Candidates must have completed the following courses with a grade of “C” or
higher: English Composition I, English Composition II, Fundamentals of Oral
Communication, College Algebra or higher, and Elements of Statistics.
- Candidates must have completed the following pre-professional education
courses with a grade of “C” or higher: Foundations of Education, Human
Growth and Development, Early Field Experience (secondary), and Children’s
Literature (elementary) and Professional Practice and Observation
(elementary).
- To complete the Application for Admission to Teacher Education, the
candidate must have provided two references: it is recommended that one be
from a faculty member in the candidate’s department and the other be from
an individual who has supervised the candidate.

A.2a General Education Course Requirements for Teacher Education - for Students Who Do Not Have a Bachelor's Degree
Students admitted to the Teacher Education Program Fall 1995 or later or following the new general education program shall meet the new University General Education Program requirements. The exception is that, in addition to the Foundation Studies courses, they must complete the following specific courses which are currently part of the General Education course requirements/selections:
- MATH 110 College Algebra or higher (credit in Foundations Studies).
- MATH 250 Elements of Statistics (credit in Mathematics and Natural Sciences).
- IDS 350 Multiculturalism in the U.S. (credit in either Humanities or Social and Behavioral Sciences)
The rest of the program will be selected in accordance with the General Education "distribution" policies. Teacher preparation students will fulfill the hour requirements under each distribution category as are necessary to fulfill their University General Education requirements with the following in mind:
- Coursework required for admission to Teacher Education shall include (36) hours of coursework which meets the General Education requirements. These courses are to include MATH 110, MATH 250, ENG 101, ENG 102, and COMM 100.
- In addition, a grade of "C" or better must be achieved in the following courses if taken to satisfy Teacher Education requirements: COMM 100, ENG 101, ENG 102, MATH 110, MATH 250, CIS 101 or MATH 163 and IDS 350.
- Course substitution decisions approved by the University General Education Committee will be accepted for the general education program in teacher education.

A.2b General Education Course Requirements for Teacher Education - for Students Who Already Have a Bachelor's Degree
Effective November 2001, students who have already earned a bachelor’s degree and completed a general education program do not need to meet the University General Education Program requirements. The exception is that they must complete the following specific courses to meet Board of Regents education program requirements.
Coursework required for admission to Teacher Education shall include (36) hours of General Education coursework. These courses are to include the following with a grade of "C" or better:

A.3 PROFESSIONAL EDUCATION COURSE SEQUENCE
The Council on Preparation of Teachers and School Personnel recognizes the necessity
and value of a professional sequence of courses leading to teacher certification. The
following courses are considered prerequisites for admission to teacher education.
Enrollment in courses during the semester of application is acceptable with final admission
contingent upon completion with a grade of "C" or better.
- EAC 202 Foundations of Education 3 credit hours
- EAC 231 Human Growth and Development 3 credit hours
- ____ 277 Early Field Experience OR 1 credit hour
- TEEL 278/273 Field Experience or Professional Practice and Observation (Elementary Education only) 1-2 credit hours
The following professional courses must be completed with a grade of "C" or better prior to
admission to student teaching:
- SPED 601 Educating Exceptional Students 3 credit hours
- IDS 350 Multiculturalism in the U.S. 3 credit hours
- TEEL 431 Educational Psychology 3 credit hours
- *TESS 494 The Secondary School Experience (secondary only) 4 credit hours
Plus all content methods courses*
Senior Block Courses
The following professional courses must be completed with a grade of "C" or better in order to be recommended for certification to the Kansas State Board of Education:
- TESS 496 Student Teaching (secondary) 12 credit hours
- TEEL 465 The Elementary School 3 credit hours
- TEEL 466 Student Teaching 13 credit hours

A.4 Temporary Waiver to Teacher Education
- The student makes application to be admitted to the Teacher Education Program and completes a Request for Temporary Waiver of Selected Teacher Education Admission Requirements form. The application and request form, including a review of the student's academic skills as demonstrated in the official transcripts attached to the application, are reviewed by at least three members of the Admission and Retention Committee of the Council on Preparation of Teachers and School Personnel. If the student has not met all admission requirements (see Policy A.1), he/she may be granted a temporary waiver to take blocked courses for one semester on recommendation of the Admission and Retention Committee.
- The student should have a comprehensive plan outlined on the Waiver Form for meeting the deficiencies and signatures of his/her advisor and department chair. The advisor will be required to monitor progress and submit evidence of successful completion of the comprehensive plan.
- The student may make a final appeal to the Dean of Education.

A.5 Restricted Teaching and District Leadership License
The Education Unit at FHSU subscribes to the Kansas State Department of Education regulations which outline the requirements to be eligible to qualify for restricted licenses. These are:
Restricted Teaching License:
A. Submit an application for a Restricted Teaching License and the appropriate fee;
B. Have an undergraduate or graduate degree in the content area or with equivalent coursework in the area for which the restricted license is sought.
C. Have verification of a minimum 2.50 cumulative grade point average.
D. Have documentation of the following:
- the local education agency has exhausted reasonable attempts to locate and hire a licensed person for the position which the applicant is to fill;
- the locate education agency will employ the applicant if the licensed is issued;
- the local education agency will assign a licensed teacher with three or more years of experience to serve as a mentor for the applicant;
- the local education agency will provide, within the first six weeks of employment, a new teacher orientation or induction program for the applicant; and
- the local education agency has collaborated with a Kansas teacher education institution regarding the program the applicant will pursue to obtain full licensure, and it will provide accommodations to the applicant, including release time, in order to work with the mentor teacher and to complete coursework needed for full licensure; and
E. a statement from the licensing officer of a Kansas teacher education institution attesting
to the following:
- the applicant has on file a written plan that will qualify the applicant for full licensure in the content area for which the restricted license is sought;
- the plan for program completion can be completed in not more than three years and contains a specific designation of the coursework that is to be completed each year;
- the program provided to the applicant will meet the institution’s approved professional education standards;
- the institution will provide the applicant with on-site support at the employing local education agency, including supervision of the applicant’s teaching experience; and
- the institution has collaborated with the employing local education agency concerning the applicant’s program.
District Leadership License:
A. Submit an application for a Restricted District Leadership License and the appropriate
fee;
B. Verification of three years of accredited teaching experience under an appropriate valid
professional license or five years of related leadership experience;
C. An official transcript verifying that the applicant holds a graduate degree;
D. Have verification of a minimum 3.25 cumulative GPA in graduate coursework;
E. Verification from the chief administrative officer or the president of the board of education of an accredited or approved local education agency attesting to the following:
- the local education agency has exhausted reasonable attempts to locate and hire a licensed person for the position which the applicant is to fill;
- the locate education agency will employ the applicant if the restricted district leadership licensed is issued;
- the local education agency has collaborated with a Kansas teacher education institution regarding the candidate;
- the local education agency has an agreement with an experienced district administrator holding a similar assignment to serve as a mentor for the candidate; and
- the local education agency will provide release time for the candidate to work with the administrator mentor and to work on progress toward program completion; and
F. verification from the licensing officer at a Kansas teacher education institution attesting to the following:
- the institution will provide a program for the candidate that leads to the conditional license in district leadership that can be completed within a three-year time limit;
- the applicant has on file a plan for program completion for the restricted district leadership license with a specific timeline detailing coursework to be completed successfully each year;
- the institution will provide a program equivalent to the institution’s approved program, but may choose to modify the delivery model;
- the institution is collaborating with the school district providing employment; and
- the institution will provide the candidate with on-site support.
