Presenter
Judy Montgomery has a Doctorate in Education from Claremont Graduate University with a major in Cognition and Language. Dr. Montgomery has had 23 years experience as an educator and administrator in both general and special education and currently a full professor at Chapman University in the School of Education. She has been very involved in a variety of professional organizations including the Council of Exceptional Children (CEC) and the American Speech-Language Hearing Association (ASHA). Dr. Montgomery has published numerous books and articles. Recently, she has authored or co-authored two programs related to response to intervention. These programs are the Bridge to Vocabulary and Start In program for reading..
Course Description
Response to Intervention (RTI) is changing the landscape of public education. General and special education are re-combining after 33 years of parallel tracks in curriculum and instruction. At one time, there were only 2 options for students who were struggling in school- Title One or Special Education. Now, RTI recognizes that children’s low performance may have many causes, and that special education is frequently not the solution. Outlined in not one but two federal laws, RTI dramatically changed many schools. General and special educators have combined forces to avoid un-necessary placement in special education. We will discuss the “what” of this new concept, and quickly move to the “how” for speech language services. How can a good program become a great one? What are the three ways RTI is used in schools? What are the core components? What are the effective RTI speech and language programs in use today, and how did they begin? What can I do to improve my service delivery NOW?
Objectives
Participants will be able to:
- Recognize the essential elements of RTI in the law
- Plan appropriate interventions for Tiers 1,2,3.
- Incorporate vocabulary interventions into both special and general education environments
- Determine if students are high or low responders
General Education Service Delivery Model: Innovations for Addressing Single Sound Articulation Errors in School Settings

Presenter
Jennifer Taps received her graduate education at the University of Indiana in speech-speech language pathology and is a Senior Speech-Language Pathologist in San Diego City Schools. She provides classroom intervention to caseload and at-risk students. Jennifer is also the Coordinator for the Articulation Resource Center, conducting research and supporting SLPs in articulation and phonological treatment through staff development and coaching.
Course Description
This session presents an innovative approach for addressing the needs of children with articulation differences in the public school setting. San Diego Unified School District shifted its services to a general education service delivery model for these students. District-wide resources and procedures are described. The session features evidence-based intervention practices and videos to demonstrate these principles. Three years of project data illustrate the efficacy of this short-term, intensive approach, which strives to remediate a single sound in 20 hours or fewer. The session concludes with a discussion of future implications and best practices in the schools.
Objectives
Participants will be able to:
- Describe the rationale for changing how one district delivers services to students with single sound articulation differences.
- Discuss the components and procedures of reforming service deliver to children with single sound differences who do not demonstrate adverse educational impact.
- Utilize evidence-based intervention techniques for remediating single sound errors in 20 hours or fewer.
- Discuss the impact of reform on workload management and consider implement in own districts.
