Why conduct a program evaluation?
Increasingly, more government and public entities are being
held accountable for the success or failure of sponsored
programs. A program evaluation provides tangible documentation
as to a programs effectiveness - information that
could be critical to receiving or maintaining funding.
The Docking Institute is experienced in the development
of process and outcome evaluations, as well as needs assessments.
What are the main purposes of program evaluation?
Policymakers, funding organizations, program managers, school
districts, and government agencies may all need program evaluation
services in order to:
Identify the need for a particular program
Determine which possible program approaches are best
Assess the design of a program
Evaluate program implementation and delivery of services
Determine program cost efficiency
Identify program impact or outcomes
Guide policy and program development

Rural Underpinnings for Resiliency and Linkages
(RURAL) is a 3 year, $2.5 million project. Sponsored
by the U.S. Departments of Education, Health and Human Services,
and Justice,this violence prevention and early childhood
development program is part of the Safe Schools/Healthy
Students Initiative. As part of the evaluation of RURAL,
the Docking Institute has developed several surveys to measure
indicators such as school climate, community climate, client
satisfaction, and staff satisfaction. The Docking Institute
handles survey dissemination, collection, and analysis as
well as the development of sampling designs needed to administer
the surveys to a representative sample of a wide variety
of different groups including students, teachers, staff,
parents, administrators, and other interested parties. Outcome
evaluation, the determination of the impact of a given program
on a variety of community indicators, has also been facilitated.Research
regarding teen pregnancy, community violence, juvenile justice
activity, school drop-out rates, school attendance, academic
achievement scores, and other indicators are to be tracked
over the time of the grant to determine whether the intended
goals of the grant are being met. A detailed evaluation
plan was outlined at the beginning of the project to guide
the program evaluation process. Since that time, comprehensive
bi-annual reports have been written for Project Directors
at the national level. Other reports are designed and disseminated
as needed for the internal use of the program directors.
