Senate Resolution 103-004

Article VI, Section 2, Subsection f of the Senate bylaws will be changed to read:
f. The University Marketing and Strategic Academic Partnerships Committee
1. The University Marketing and Strategic Academic Partnerships Committee shall consist of at least five (5) members.
2. It shall be concerned with, and have input into, the marketing of the University.
3. It shall be concerned with, and have input into, all strategic academic partnerships that impact the teaching mission of the University.

Senate Resolution 103-005

The Faculty Senate shall create an ad hoc committee to identify a set of good practices for teaching. The committee shall address all types of learning experiences. Members of the committee shall consist of members of the Academic Affairs Committee, the Student Affairs Committee, the University Affairs Committee, and other campus constituencies. Members of the Committee shall be appointed by the President of the Faculty Senate. The Committee shall produce a report before the end of the 2002-2003 Academic Year.

Senate Resolution 103-008

The Faculty Senate recommends that students pursuing or graduating with a Bachelor of General Studies (BGS) degree be counted towards the numbers of majors and graduates for the department in which their concentration area lies. Recognizing that the 21-hour BGS concentration requirement is lower than the number of hours usually required for a major, the Senate recommends that each BGS student pursuing or graduating in a department's concentration be counted 1/2 as much as a graduate in the major. The Faculty Senate also recommends that means be provided for departments to market concentrations in their disciplines to all students, in particular off-campus students.

Senate Resolution 103-009

The Faculty Senate encourages faculty to place their on-campus syllabi in the university's online database. Making the syllabi available in this way provides an effective way for marketing courses and a backup source of information for enrolled students. The Senate recommends that faculty who post syllabi include course objective, content, methodology, and required materials information and exclude time-sensitive materials such as schedules and timelines. Faculty who wish to exclude grading information should feel free to do so.

Senate Resolution 103-010

Regular evaluations are important for strengthening the individual and the university as a whole and should be performed at all levels of university employment. The purpose of the evaluations should be well-defined in advance and the uses and distribution of the resulting data should be delineated clearly. Evaluation tools and techniques should be impartial and reflect the responsibilities of that individual.

Senate Resolution 103-021

Whereas, the Kansas State Legislature has added a provision to the 2003-2004 state appropriations bill that directs the Kansas Board of Regents to terminate funding for any department of a Regents' University that purchases or uses "obscene" videos in a human sexuality course or other such class, and
Whereas the use of sexually explicit materials or other materials deemed "obscene" may be appropriate in a number of university-level courses, including those covering human sexuality, and
Whereas the referenced provision represents a substantial infringement on academic freedom, which is vital to intellectual inquiry and a quality education,
The Faculty Senate of Fort Hays State University requests Governor Kathleen Sebelius to use her line-item veto power to remove the provision from the bill.

Whereas faculty research and scholarship are vital to the success of any academic institution, and whereas Fort Hays State University has undertaken a long-term initiative to improve the environment for research and scholarship, the Faculty Senate fully supports the formation of the Fort Hays State University Faculty Research Association and encourages faculty to join and actively participate in that organization.

Senate Resolution 103-024

The Fort Hays State University Faculty Senate urges that any full time faculty member who teaches courses offered through the Virtual College carry a base course load no larger than that of other full time faculty members. Moreover, research and service expectations for future full time faculty should be the same as those that typically apply to current full time faculty members.

Pass/No Credit Policy
[The purpose of the Pass/No Credit Policy (P/Nc) is two fold: 1. to encourage students to select courses outside their major areas of study, with the purpose of broadening their educational experience without the fear of poor performance, therefore jeopardizing their grade point average; 2. allow departments to utilize the P/Nc option for certain courses that, because of their structure, do not lend themselves to traditional/consistent grading procedures.]

Application: (1) Any individual may enroll in a class for P/Nc. (2) Undergraduate students may be allowed to apply a maximum of 24 P/Nc hours, excluding HHp credit, toward their degree. (3) The courses the student elects to meet general education requirements, courses used in fulfillment of a major program (including cognates) [except as noted in (9) below], the language component for the B.A, and courses required in a student’s minor may not be taken for P/Nc. (4) After a student has enrolled in a course under the P/Nc option, that individual may not subsequently change to a graded basis in that course, nor can the student who has enrolled for a grade subsequently change to a P/Nc option. (5) The student must declare P/Nc at the time of registration. (6) It is the prerogative of the instructor to determine what constitutes a particular letter grade. The instructor will report a letter grade on the grade roster for the student at the end of the semester. The Computing Center will convert the letter grade to a P (Pass) or NC (No Credit). A grade of D or above will be converted to a grade of P; a grade of U will be converted to NC. The P or NC grade will be recorded on the student’s transcript. (7) Under P/Nc a grade of P is not used in computation of the student’s GPA, (8) No College of Education graduate course other than graduate-level Early Field Experience may be taken P/Nc and count toward Teacher Certification and Endorsement. [(9) Departments shall have the option to designate certain courses within their programs as P/Nc. Examples of such courses might include: Internships, Readings, Topics, Practica, Seminars, etc.]

Senate Recommendation 103-028

The Faculty Senate recommends that departments may offer course material under a variable title course up to three times with the substantially same title without being required to submit an Application for a New Course document for Faculty Senate approval.

The Faculty Senate further stipulates that the Application for a New Course documentation and review be exempted for courses that exist only because of limited term external contracts that are subject to termination outside the scope of the university. It is not in the best interest of the Senate to consider such courses as permanent additions to the catalog. Renewal of such a limited term contract would require that the courses be submitted for approval.

The Faculty Senate further notes that those courses that have been offered more than three times be immediately submitted to Faculty Senate for review by completing the Application for a New Course form.

Finally, the Faculty Senate recommends that departments be honestly diligent in tracking the number of times such classes are offered and seek faculty Senate review as a means to strengthen their course offerings.

Senate Resolution 103-031

The Faculty Senate assigns the Marketing and Strategic Academic Partnerships Committee the task of observing the international education activities of the Virtual College. In particular, the committee will (1) monitor the general quality of the instruction and the overall effects of the workloads of FHSU instructors involved in international Virtual College education using Faculty Senate approved standards and (2) provide advice to the Faculty Senate, the President, the Provost, and the Virtual College Advisory Committee regarding quality, workload, and related University policies. Pursuant to its mission, the Committee shall interview instructors, students, and administrators and examine relevant teaching evaluations. The Committee shall not evaluate the performance of individual instructors or the quality of individual courses.

Senate Recommendation 103-032

The Faculty Senate recommends that the advice provided by the Senate's Marketing and Strategic Academic Partnerships Committee play a substantial role in all Administration reviews of University policy regarding international Virtual College instruction. The Faculty Senate also recommends that adequate support be provided to the committee to accomplish the task of monitoring international Virtual College instruction. This support would include access to instructors, students, and staff members for surveys and interviews as well as teaching evaluations, with appropriate precautions to protect confidentiality. Support to the Committee could also include, as mutually agreed by the Faculty Senate and FHSU Administration, costs of travel to observe directly the instructional processes at international sites and interview students and instructors at those sites.

The Faculty Senate recommends that Fort Hays State University implement a system for online publishing of syllabi with the following features:
*Access to syllabi limited to FHSU students, faculty, and staff
*Clear warnings (possibly using a click-through pop-up window) that (a) syllabi do not represent binding commitments and are subject to change and (b) syllabi may not be reproduced and distributed except for academic purposes by FHSU students, faculty, and staff.
