Faculty Senate Resolutions 2003-2004
Resolution 104_001:
The Faculty Senate reaffirms the importance of faculty peer review
in ensuring academic quality in new courses, substantially revised
courses, and courses in the General Education program. Therefore,
the Faculty Senate refers consideration of the Essentials of
Personal Finance, as a General Education course in the Social
and Behavioral Sciences area, to the Academic Affairs Committee
for consideration at its October 21st meeting. It is requested
that Provost Gould and/or the Department of Economics and Finance
submit the General Education course proposal form, as well as
a new course proposal form detailing the substantial revisions
to the course, to the Academic Affairs Committee prior to the
meeting.

Resolution 104_002:
The Faculty Senate requests that the General Education Committee
review the issue of allowing each college to develop and offer
an experimental general education course.

Recommendation 104-003:

Recommendation 104_004:
The Faculty Senate strongly requests and encourages, when a permanent
administrative position is to be filled, that the appropriate
administrators of Fort Hays State University take measures to
notify the entire FHSU employee community, and as broad a range
as is feasible beyond the university, of the opening to be filled,
how to apply for the position, and what the qualifications are
for that position. At a minimum, the information should be provided
on Lotus Notes to all faculty and staff. These procedures would
accord a desired respect to the university community and would
likely increase diversity in many areas, e.g. women, of the university
administration.

Recommendation 104_005:
The new Faculty Awards process being implemented on campus would
be enhanced by faculty participation beyond the nomination stage.
Therefore, the Faculty Senate requests that faculty be involved
in the ranking of candidates, and the selection of the recipients,
for the Outstanding Teaching Award, Outstanding Research Award,
Outstanding Service Award, and Faculty Member of the Year.

Resolution 104_008:
The Faculty Senate hereby establishes an ad hoc committee to issue
recommendations regarding faculty retention. Members of the committee
will be appointed by the Faculty Senate President, and will include
at least one AAUP-appointed representative. It is requested that
the committee present its recommendations to the Faculty Senate
by March 1, 2004.

The Faculty Senate of Fort Hays State University expresses its
condolences to the family and friends of Clint Johnson and its
sorrow over Clint’s tragic and untimely death.

Resolution 104_011:
The Fort Hay State University Faculty Senate requests that the
Board of Regents approve a tuition waiver program for FHSU. It
is believed that such a program would aid in the recruitment and
retention of faculty, an issue of heightened importance at FHSU
due to: 1) recent double digit growth in enrollment and the need
to attract and retain quality faculty; and 2) other challenges
faced in faculty recruitment and retention, including the remoteness
of the university’s location and the relatively heavy teaching
loads.

Resolution 104_018:
Change to standing rule #8
Standing Rule #8: Nomination of Candidates for Senate Offices:
Each year the President of the Senate will chair a Nominating Committee.
This Committee will be composed of the President of the Faculty
Senate and the four most recent [and] available Faculty senate
presidents. The members of the Committee will be announced at the
February meeting of the Senate. The task of the Committee will
be to provide one or more [a minimum of two] candidates for each
of the offices of Vice President of the Faculty Senate and Secretary
of the Faculty Senate for next election. The nominations made by
this Committee will be reported at the March meeting of the Senate.
Standing Rule #8 shall be understood to supplement rather than
replace Article IV, Sec.1:c of the Bylaws; i.e., further nominations
for either or both of the offices involved may be made from the
floor prior to election.

goal of “Improving learner outcomes” be operationalized with faculty

Resolution 104-025:
The Faculty Senate of Fort Hays State University wishes to reassert
the primary role of the faculty in approving all aspects of the curriculum,
including courses to be incorporated in the General Education program.
The Senate also wishes to make it known that serious consequences,
up to and including a vote of censure of or no confidence in members
of the administration, will attend any attempts to circumvent its
role in approving General Education or any other courses.

Resolution 104_028:
The Faculty Senate supports the University’s existing academic
advising Mission statement, “The primary purpose of the FHSU
academic advising program is to assist students in the development
of meaningful educational plans that will be compatible with career
aspirations and contribute to the process of preparing for a life
of change, challenge, and individual fulfillment. At FHSU, academic
advising is based on a system of shared responsibility between student
and advisor, and a process of continuous improvement, clarification,
and evaluation with the aim of furthering institutional advising
goals and desired student outcomes.” (FHSU Catalog 2002-2005,
pp. 55).
Under the new student information system all four-year and degree
seeking students must confer with their advisors during each semester
regarding their academic plan. After conferring, advisors will release
a registration hold or input a code that will allow the advisee to
input their courses. Once courses are entered by the four-year and
degree seeking advisee, the advisor will be notified electronically
of the registration. The academic advising process is available to
all students, however the new student information system will allow
non-degree students to register and enroll without requiring advisor
input or assistance.

Resolution 104_029:
The Faculty Senate of Fort Hays State University opposes the changes
to faculty/staff parking proposed by the current SGA plan.

Resolution 104_030:
The Faculty Senate of Fort Hays State University recommends that
departments use teaching evaluations from Spring 2003/ Fall 2003
for merit consideration for AY 04.

Recommendation 104_031:

to calendar year merit evaluations.
Recommendation 104_032:
The Faculty Senate of Fort Hays State University recommends that the following
revision of the university values statement be adopted.
Values Statement
Fort Hays State University is committed to being an excellent comprehensive institution
of higher education rooted in the liberal arts. To accomplish this charge all
members of the administration, faculty, and staff must be motivated, competent,
productive, and creative.
The student-teacher relationship at FHSU is mutually supportive in nature. Professors
openly share their beliefs, attitudes, insights, and knowledge with students
in relationship to expected course outcomes in the instructors’ particular
fields of expertise. The function of the professorate is to create an environment
for learning to take place. Inherent in this relationship is the students’ responsibility
to participate actively in the learning process and to adhere to the rules and
regulations found within the University catalog, student handbook, and course
syllabi.
Commitment to Student-Focused Education Opportunities
Create a clear, simple, reality-based, student-focused vision and communicate

Resolution 104_033:
The Faculty Senate wishes to express appreciation for what we perceive
to be a remarkably professional job performed on a daily basis
by the Fort Hays State University campus police.

Recommendation 104-034:
The Faculty Senate recommends the following courses be approved:

Recommendation 104_035:
Whereas Faculty Senate understands that current faculty development requests
far exceed current funding, it recommends that funding be increased to $50,000
per year as a good faith effort to work toward adequate funding.
Recommendation 104_036:
The Faculty Senate recommends that Fort Hays State University and its official
organizations schedule no extracurricular activities when final exams are scheduled
to be held.
Recommendation 104_037:
The Faculty Senate supports an increase in GTA stipends to $8000.
Recommendation 104_038:
The Faculty Senate Executive Committee suggested earlier in the year that the
$334,000 diverted from the Virtual College back to the regular university be
used to restore OOE funds. With the new knowledge that the $334,000 is not “soft” money,
as previously thought, the Faculty Senate recommends that “soft” money
be used to restore OOE funds when it becomes available, and that the $334,000
be used to increase faculty salaries and GTA stipends.
Recommendation 104_039:
The Faculty Senate Executive Committee recommends that diplomas issued to BGS
students contain no mention of the concentration area, except in the case of
international programs in cultures where the diploma is used as a transcript.
Recommendation 104_040:
The Faculty Senate urges that the University, before the beginning of the Fall
2004 semester, subscribe to a service or purchase software that can effectively
identify plagiarized material.

Whereas the focus of Recommendation 103-028 is designed to ensure academic quality
and consistency in university course offerings, and
Whereas the recommendation affects programs, departments, colleges, and the Virtual

Whereas the Faculty Senate believes that the Office of the Provost is the most
appropriate administrative body to oversee and enforce the policy,
The Faculty Senate recommends that a census technique be developed in the Provost's
office to monitor course offerings, in conjunction with a representative of the
Faculty Senate Academic Affairs Committee, and to notify department chairs, Deans,
and the Faculty Senate president each semester of courses that are in their third
semester offering. Notification should include a copy of Recommendation 103-028.

Recommendation 104_045: The Faculty Senate approves the report of the Ad Hoc Learner Outcomes Committee
and recommends that the university administration implement the recommendations

of the Faculty Handbook, in consultation with the FHSU-AAUP and the FHSU administration.

WHEREAS the faculty of Fort Hays State University had expressed a desire to the
Administration to slow growth to a sustainable and manageable rate, and
WHEREAS the Administration has responded by not starting another new program

the Administration for responding to the faculty's desire and for demonstrating
a thoughtful and insightful approach to expansion.
