Resolution: December, 15 1971
Dr Forsythe presented resolution 1, 2, 3, 4, and 5
Resolutions 1, 2, 3, and 4 passed. 5 failed
· Resolution 1:
The faculty senate of Fort Hays Kansas State College protests the
reductions in the budgets for the institutions of higher education
in Kansas as recommended by Director of the Budget James Bibb, that
the Senate supports Mr. Paul Wunsch, Chairman of the Board of Regents,
in his protest of the recommended reductions, and that the senate
supports President John Gustad in his protest of the recommended
budget reductions for Fort Hays Kansas State College
· Resolution 2:
The Faculty Senate believes that there should be participation by
full-time teaching faculty in budgetary decisions at Fort Hays Kansas
State College and that the Chairman of the Faculty Senate, in consultation
with the Chairman of the College Affairs Committee, appoints a Committee
for said purpose.
NOTE: The Senate is aware of the financial crisis at Fort
Hays State, but any reduction directly affects the quality of teaching.
The library is the nucleus of any quality institution of higher
learning, and the recent reduction in funds of the purchase of books
for Forsyth Library was a decision which represents a serious compromise
of the quality of education, which may have a direct and immediate
consequences in accreditation, such as by North Central Association
or NCATE.
· Resolution 3:
The Faculty Senate requests that President John Gustad or one of
his administrative assistants provide the Faculty Senate with an
analysis of the impact of intersession as it affects the summer
school program, particularly as it affects headcount, fees, teaching
positions, ets.
·Resolution 4:
The Faculty Senate desires that President John explain in a written
report the salary structure and teaching loads of nine, eleven,
and tweleve month faculty, both teaching and administrative, especially
since salaries are usually based on credentials, professional recognition,
etc., not administrative duties.
· Resolution 5:
The Faculty Senate requests a written report from the Bice-President
for Financial and Administrative Affairs explaining where the funds
where located ot repair the deficit for this fiscal year in the
school budget. A detailed analysis of funds and the
areas where these funds were removed will alleviate the rumors circulating
on campus.
