Resolution:
WHEREAS, the employees of the State of Kansas provide high quality
service to the state and the people of Kansas;
WHEREAS, the employees of the State of Kansas would benefit from
the opportunity for training and personal development;
WHEREAS, the State of Kansas would benefit from highly trained,
highly motivated employees;
WHEREAS, one of the basic tenets of total quality management and
other modern management theories is an investment in employee training
and improvement;
Be it so resolved, therefore, that the State of Kansas implement
a tuition waiver program for all state employees to attend Board
of Regents Institutions. Course opportunities will be available
through outreach, continuing education, telenet or on campus on
a space-available basis. A seven credit hour per semester
per employee cap will be put on the tuition waiver program.

It is the policy of Fort Hays State Univeristy to prohibit use of
tobacco products in all campus buildings including Gross Coliseum,
and in University-owned vehicles. Residence halls and Lewis
Field are excluded from this policy.

Recommendation: The Fort Hays State Univeristy Faculty Senate
insists that Forsyth Library’s book and periodical holdings be brought
up to the level of the average holdings of its peer institution:353,
508 monograph, 3354 periodicals. To accomplish this, more
of the annual budget (perhaps over a five year period) must be allocated
to the library for the express purposes of building the book and
periodical collections. Also, President Hammond should actively
seek outside resources to help accomplish the aforementioned goals.
Until the administration begins a good-faith effort to meet the
standards state above (essentially those of the American Library
Association for schools the size of FHSU), the Senate demands a
moratorium on the implementation of degrees. Furthermore until
these goals for the library collection are reached, the senate insists
upon a freeze on the hiring of any new administrators.

Recommendation; The University Affairs Committee of Faculty
senate submitted the following as relates to tenure and promotion
files:
After receiving an inquiry that asks “… during the 4th year review
process are activities/materials from years 1 through 3 reviewed,
or only from year 3? It was the unanimous opinion of the University
Affairs Committee that n essential element in the establishment
a justification for award of tenure and/or promotion is the demonstration
of a pattern of performance which extends over an extended period
of time. Limiting the documentation to only one brief year
gives too much credence to recent victories and invites the assumption
that the candidate has something to hide.
The committee also reminds everyone that the tenure/promotion process
does NOT overlap completely with the annual merit process.
There is justification for limiting merit review documentation to
a single year, but even here, in cases where prior deficiencies
are addressed, the prior deficiencies and plan of correction should
be included or summarized in the current year review.
The Faculty Senate supported the recommendation from the University
Affairs Committee. The recommendation is to place the following
under Policy, Criteria, and Procedures for following under policy,
Criteria, and procedures for determining annual merit, promotion,
and tenure recommendations, part 1. The new section D would
read: An essential element in the establishment of a justification
for aware of tenure and/or promotion is the demonstration of a pattern
of performance across time. In most instances, documentation
would include more than one year.
If this is recommendation is accepted, please note where in chapter
3 of the Faculty Handbook this information will be placed.

Recommendation: The Faculty Senate agrees with Dr. Edward
Hammond that, to use his words, “Forsyth Library needs more books
and periodicals…that the collection needs improving.” Furthermore,
the Senate wishes to commend Dr. Hammond for asking Provost Arevalo
to appoint the University Library Committee to work on a “Five-Year
Plan’ designed, in part, to look into ways to improve and update
the library’s collections. Dr. Hammond’s vigorous support
of Forsyth Library is welcomed. That improving the library’s
collections is high on his priority list is greatly appreciated
by the Senate and, surely, the entire university community.

Recommendation: According to Larry Getty, the salary increases
(instructior to assistant-$500, assistant to associate-$750 and
associate to professor-$1000) connected with promotion have been
the same for the last 20 years. In addition, there is no policy
statement in the Faculty handbook that relates to salary increases
for promotion. Faculty earning promotion have demonstrated
high standards of performance and salary increases should reflect
the university’s commitment to supporting and rewarding quality
instruction, research and service.
The Faculty Senate recommends the following policy to be added to
chapter 3:
Promotion-related salary increases. Promotion in academic
rank is recognition by the university community of substantial achievement
which deserves reward. Promotion related increases in salary
will be awarded at the university level and are IN ADDITION to merit
salary increases based on yearly evaluation. Salary increases
for promotion to assistant associate and full professor will be
a minimum of 3%, 5%, and 7%, respectively, of the AVERAGE salry
of ALL university faculty members for the year preceding promotion.
Funds for these increases are to be from the unclassified salary
adjustment pool for faculty members and academic administrators.
In years when no salary adjustments pool exists, the funds will
come from the same segment of the base budget and will be repaid
from the next adjustment pool.

Recommendation: The Faculty Senate recommends that the Vice_Provost
and the Department of Foreign Language Dialogue on the following
issues:
1.) there be a specific discussion on the impact on enrollment and
faculty positions with respect to offering the foreign language
civilization courses; and, if foreign language introduction courses
are offered instead of the civilization courses, the impact on enrollment
and faculty positions.
2.) There be discussion of duplication of courses within the department
and within the university course offerings if civilization courses
are offered.
3.) There be a review of the Requirements for Course Proposals (RFPs)
developed by the General Education committee. The RFPs identify
key requirements that departments must meet prior to submitting
courses for general education course approval.
It is the hope of the Senate that some resolutions to these concerns
will be generated. The Faculty Senate will re-address the
issue of general education courses for the Foreign Language Department
when the Senate receives a formal written response from the Vice-Provost
and the Chair of the Department of Foreign Language regarding the
outcome of the dialogue.

Recommendation: The Faculty Senate passed the definition of
“teaching faculty” for purposes of administrative use. Comments
and actions from the legislature and the Board of Regents have lead
the Faculty Senate to recommend such a definition.
Those who are members of the faculty on full-time appointment, excluding
those in administrative positions who teach less than four-tenths
time shall constitute teaching faculty. Departmental chairs,
library staff, and summer faculty shall also be considered as teaching
faculty if on full-time appointment.

recommendation:
The Faculty Senate recommends that ALL undergraduate student,
including those enrolled in Continuing Education classes, those
enrolled in a second undergraduate degree program, and those enrolled
in courses for which Pass/No Credit is the transcript entry (but
grades are submitted by the instructor), be eligible for Dean’s
Honor Roll designated subject to enrollment in 12 or more undergraduate
credit hours with a GPA for that academic term of at least 3.40

Recommendation: The Faculty Senate approved the following
recommendation:
The Faculty Senate recommends that University policy regarding
withdrawal from classes be changed to read… “The last day to withdrawal
from a regular class during a regular semester shall be the 21st
class day of the semester.” Further, all applicable administrative
policies and procedures should be amended to reflect the change
in class withdrawal date.

Recommendation: The Faculty Senate recommends the following:
The Faculty Senate recommends that the submission of mid-semester
grades by faculty be terminated, and the distribution of mid-semester
grade reports b y advisors be likewise terminated. Further
all references to mid-semester grade reports in University documents,
policies, and procedures should be deleted.
The above recommendation does not prohibit faculty from giving mid-semester
grades in their classes if they wish to do so.

The Faculty Senate recommends that
a.) a student be placed on academic probation when the student’s
cumulative grade point average in courses taken at FHSU is less
than 2.00. The student may continue to enroll at FHSU while
on academic probation; however, whould the student’s cumulative
GPA be less than 2.00 in courses taken at FHSU for two consecutive
semester, then the student will be placed on academic suspension.
b.) A student be placed on academic suspension when the student
has been on academic probation for two consecutive semesters.
The student will not be permistted to enroll in further FHSU courses
until the student has been out of school for at least one semester
and subsequently applies for reinstatement.
c.) That all references to academic probation be changed to academic
warning. (Academic warning is a formal recognition that the
student is having difficulty in meeting graduation requirements.
d.) That all references to academic suspension be changed to academic
dismissal. (Academic dismissal is a formal recognition that
the student is dismissed from the University until such time as
reinstatement is requested and approved.

Recommendation: The Faculty Senate recommends a university-wide
equity policy. This policy should include periodic reviews
by administration of all decisions made by departments and colleges
with regard to salary increments, tenure, promotion, leaves, faculty
development benefits, and other fringe benefits (especially with
regard to collegus who hold temporary part-time positions.)
This recommendation stems from evidence of unfair
practices cited by collegues in a recent survey on salary equity.
The practices involve favoritism, exclusion of faculty from decisions
concerning distributions of money, secrecy about those decisions
and any other practice that would reflect bias. The final
report on this survey will be completed in the fall semester.
This recommendation is motivated by a desire to create
a more equitable enviroment for lal colleagues and for faculty to
be more knowledgeable about the process used in addressing concerns
relating to equity.

policy on Pass/NC be supported. The focus of this policy is
to address the issue of pass/nc for lower division, non-major courses.
In addition, the Senate recommends that another policy be drafted
to address the concerns as relates to Pass/Fail in upper division
practicum courses that are outcome based.
