In reply to your request for a formal response from Faculty Senate
to the proposed Value Statement, the Faculty Senate recommend the
following revised Value Statement:
VALUE STATEMENT FOR FORT HAYS STATE UNIVERSITY
Fort Hays State Univeristy is committed to being one of the nation’s
outstanding comprehensive liberal arts institutions. Motivation,

Recommendation: The Faculty Senate recommend the approval
of:
1.) a recommendation from the Task Force to Empower the Faculty
asking that all departments, colleges and the university to ocnduct
a re-evaluation of the number, representation and purpose of committees
within the structure of the university. The Senate recommends
that this review include who conducted the review, evidence of faculty
participation in the review process and a summary of the results
of the review. The summaries would be forwarded to the Provost
and then to Faculty Senate.
2.) A recommendation that all ad hoc committees established within
the university at all levels have a “sunset clause” that indicates
when the committee would officially dissolve. Exceptions to
this rule would be dealt with on a case aby case basis.

Recommendation: The Faculty Senate recommends the approval

Recommendation: The Faculty Senate asks for approval of the
following recommendation regarding the General Education Program:
The first course in the major and minor programs in BIOL, CHEM,
PHYS, and GSCI can, after approval by the General Education Committee,
satisfy distribution requirements in the Mathematics and Natural
Sciences area of the Distribution Component.

Recommendation: The Faculty Senate recommends that the newly
formed Task Force on Student Retention be asked to consider in its
deliberations the issue of midterm grades and the effect of midterm
grades on student retention. This task force appears to be
the logical group of formulate a recommendation as the task force
will conduct a review of factors effecting student retention.

affirmation regarding Cessna Corporation.
The Faculty Senate of Fort Hays State Univeristy supports the proposal
for the new Cessna Corporation facility to be established in Hays
and the faculty stand ready to support this endeavor through research,
instruction and service.

to efficiently and accurately assess the holdings at Forsyth offer
the following recommendation:
The Faculty Senate supports the acquisition of the AMIGOS Collection
Assessment Tool (CA) by the Library Committee to allow for an accurate
and in-depth evaluation of the holdings at Forsyth Library.

Recommendation: The Faculty Senate in response to the need
for adherence to binding state codes and to promote a more effective
utilization of university classrooms offers the following motions:
1.) The Faculty Senate recommends that each instructor be consulted
regarding the development of a departmental course schedule especially
as it relates to increasing the size of the class, altering the
time the course is to be offered and scheduling the room for the
course.
2.) The Faculty Senate asks that the number of students to be enrolled
in a course not exceed approved fire codes for scheduled classrooms.
3.) The Faculty Senate recommends that the Director of Purchasing
and Scheduling notify the Registrar’s Office regarding the fire
code approved number of maximum students for reach classroom and
that the Registrar be directed to cut off enrollment if it exceeds
that number.

for a more cost effective and efficient use of allocated state monies
for faculty out-of-state travel offers the following recommendation:
1.) The Faculty Senate expresses its objections to the way out-of-state
travel is arranged for faculty through the state approved travel
agency.

Fields be named in honor of Merlyn “Bud” Moeckel.
The request refers to the area South of Cunningham Hall used for
Ineramural sports but does not include the tennis courts.

Recommendation; The Faculty senate offers the following regarding
the policy on Hiring Under-Represented Faculty:
The Faculty Senate:
1.) confirms its support of the Fort Hays State University’s equal
opportunity policy to recruit, hire and promote persons without
regard to age, race, color, marital status, religion, sex, national
orign, handicap, or vetern status, etc. We believe that this
policy is best served by hiring the best candidates without regard
to age, race, color, etc. and without regard to political pressures
to do otherwise.
2.) Is opposed to using money designated for faculty merit by the
legislature for any purpose other than merit increases for faculty.
Any exceptions to this rule should be brought before the Faculty
Senate for approval on a case by case basis.
3.) Appeals to the Provost to recognize the important role of and
to consult with the Faculty Senate regarding such important matters
as Items (1) and (2) above. We earnestly request that the
Provost not develop policies in administrative isolation, with an
apparent disregard for the role of the Faculty Senate, on matters
that potentially have a significant impact on the faculty and the
University.

Pass/Unsatisfactory Policy for Practicum Courses
1.) Practicum courses in a major may be designated as Pass/Unsatisfactory
by departments.
2.) For practicum courses designated as Pass/Unsatisfactory within
a major, the instructor will report a grade of P (pass) or U (unsatisfactory/fail)
on the grade roster for the students at the end of the semester.
3.) Under Pass/Unsatisfactory, a grade of P or U is not used in
computation of the student’s GPA.
