The Faculty Senate recommends the following revised Policy on Chronic Low Performance approved during the September 3, 1996 meeting of Faculty Senate (See Attachment).  The policy will become effective January 1, 1997 and thus apply to faculty performances starting the 1997 calendar year.

The Faculty Senate recommends the following :

WHEREAS the Justice Studies Program failed to receive Faculty Senate’s prior approval before its submission to the Board of Regents;

WHEREAS the Faculty Senate has reaffirmed its critical place in the approval of programs and courses;

WHEREAS the administration understands that future programs will not be approved by Faculty Senate if the administration fails to receive approval from Faculty Senate prior to external submission;

WHEREAS all new course offerings in Justice Studies must receive Faculty Senate’s approval prior to inclusion in the catalog;

RESOLVED That faculty Senate approves that Justice Studies program and its integration into the existing department of Political Science.

The Faculty senate believes that all possible measures, short of cuts in faculty salaries, should be taken to create additional funding for library acquisitions.  The goal of FHSU, over the next five years, should be to place our library collections on par with those of our official peer institutions.  Moreover, we request that another AMIGOS survey be conducted, at the end of this period as a means of determining our progress.

POLS 402.  Public policy, Law, and Ethics in Information Networking.  (3)  The study of the regulation of computer networks, the telecommunications industries and media distributors.  Included is a consideration of the following:  how regulation affects these industries and how developments in these industries affect public policy and society; how public policy is designed; and the moral and ethical obligations of these industries.

GSCI 552 Field Studies in Geosciences (6)  An integrative geosciences course involving a broad range of applied field techniques and procedures.  Not only will students be evaluated in the field on core courses, they will also be exposed to applied and forensic geophysics, GIS, GPS, geoarcheology, computer and environmental science technologies.  Must have a 2.0 (C average) GPA in all prerequisites.

In all procedures involving the creation of new departments from existing ones, or the combining of two or more existing departments, all affected faculty and chairs shall be included in the decision-making process.

INT 490 Capstone Seminar in Information Networking.  (3)  This is an advanced course that studies information network theory through case study, application, and on-site observation.  Emphasis is placed on studying actual information networking problems encountered in organizations and communities.  Field work and compilation of the student’s portfolio is required as part of the course.

JUS 220 Contemporary Police Issues.  (3)  Provides an examination of current social, legal and organizational issues in contemporary law enforcement.  Included are current issues, including but not limited to, demographics of police forces, psychological testing of officers, civic accountability, discretionary behavior and use of deadly force.

JUS 340 Criminal law and procedure.  (3)  Provides an examination of criminal law and procedure with an emphasis on history, classification, problematic system elements, and the practice of criminal defense and prosecution.  The course also presents an analysis of procedures related to due process and other constitutional guarantees.

JUS 372 Community Corrections.  (3)  This course will provide a review of probation, parole, and community corrections.  Topics discussed will be individual histories and organizational structures, the nature and effects of the process by which offenders are handled, as well as the dynamics and trends towards change in the three areas.  A singular, systematic perspective will be used for purpose of comparison as well as thematic discussions about probation, parole, and community corrections.

JUS 488 Advanced seminar in Justice Issues.  (3) This capstone seminar provides fo rthe analysis, evaluation, and summation of the justice studies issues of importance to the student. Theory and research evaluation will be of particular attention.  This course will provide a Socratic forum for the discussion of knowledge acquired in the core curriculum and related course work.  It is designed to be integrative and analytically critical of the student’s previous learning experiences.

SOCW 410 Social Welfare Policy and Service II (3)  This is the second of two social welfare policy and services courses and builds upon SOCW 310.  This course is designed to provide entry-level theory, knowledge, research, values, and skills for social welfare policy and services analysis/practice.  Emphasis is upon the process and methods of understanding and analyzing social welfare policies/services at the local, state, and federal levels.  Various welfare policy/services assumptions, soci-economic-political values, analysis frameworks, and research methodologies are presented.  Various organizational and political processes used to implement/influence welfare policies/services are reviewed.

The Faculty Senate recommends the following statement become part of the Faculty Handbook (Chapter 1 – General Policies):
Taking note that the Faculty Handbook on the University’s computer system has been designated the official version of that handbook, and that it is not always current and up to date, the Faculty Senate moves that;
(1) No University policy shall be effective until its publication in the official version of the Faculty Handbook;

(2) All policies and changes shall include the dates of their approval by the Senate and by the President, as well as the date on which they become effective;

(3) All policies and changes will have an effective date of either January 1, or July 1;
 

(4) The Provost is requested to develop and implement an improved organization and indexing of the Faculty Handbook for more user-friendly on-line access;

(5) The Provost’s Office will distribute hard copies of the Faculty Handbook to all Deans, Department Chairs and Faculty Senators.  Hard copies will also be made available to individual faculty on request.  Official updates will be sent to all holders of hard copies semiannually, on January 1 and July 1.
