The Faculty Senate recommends the following change in policy:
Change the current language for residency requirements on p. 30
of the University Catalogue from the following “At least 30 semester
hours of credit with a passing grade for a bachelor’s degree must
be taken from the Fort Hays State Univeristy; 24 of the last 30
must be taken in residence (off-campus FHSU coursework is acceptable).”
To read as follows: “At least 30 semester hours of
credit with a passing grade for a bachelor’s degree must be taken
from Fort Hays State Univeristy. Exceptions to this requirement
may be appealed by individual students or programs to the academic
Appeals Committee.”

“The Faculty Senate of Fort Hays State Univeristy recommends a thorough
examination of the advantages and disadvantages of membership in
the Western Governors’ University.”

“A three-year faculty salary enhancement plan is a major goal of
the Kansas Board of Regents. The Faculty Senate of Fort Hays
heartily endorses this effort and offers its assistance in fulfilling

“The Faculty Senate of Fort Hays State Univeristy respectfully urges
1. that any definitions material to intellectual property policy
be considered together with such policy;
2. that the draft definitions circulated at the September Board
of Regents’ meeting for the terms “mediated course” and “mediated
courseware” be modified to remove any implications or expression
of claims to ownership not otherwise asserted in the proposed intellectual
property policy now being considered by the Board and the ownership
of textbooks and examinations be left with the faculty; and
3. that suitable input from both technical and legal perspectives
be sought and considered before the definitions are adopted.”

The Fort Hays State Faculty Senate, taking note that there is presently
on campus a vigorous debate concerning the possibility of collective
bargaining by faculty, recommends to all parties to the debate that
they observe the following principles:
1. The mission of the University, especially as to students, is
never to be sacrificed.
2. All parties should avoid extreme rhetoric, false, or inflammatory
statements.
3. No form of threat or intimidation or coercion (direct or indirect)
should be used by any party for any reason.
4. The parties should commit themselves to sharing fully and promptly
all factual information at their disposal.
5. Debate and discussions relating to collective bargaining, like
any debate or discussion in a university, while courteous and respectful,
should be entirely unrestricted as to content.

process, the Faculty Senate recommends that—
Candidates be allowed five working days to provide response or additional
materials (as the case may be) following the reports of committees,
and three working days to provide responses to reports of chairs,
deans, the Provost, or the President.

Taking note of the need for timely completion of the tenure evaluation
process the Faculty Senate recommends that—
At each level of review candidates be allowed five working days
following the evaluation to request an appeal (and insert additional
materials where allowed), and three working days following the final
recommendation to provide written response to unresolved differences
with the reviewing party.
