FHSU-AAUP Article IX: Salary Generation
Meeting and conferring over salary generation
is time specific. Salary Generation recommendations must be made
prior to the Kansas Board of Regents consideration and approval
of the Kansas Board of Regents’ budget request at the regular
June meeting of the Board in any year.
The timelines are:
October 1: FHSU-AAUP will submit to FHSU a written
salary generation proposal, including independently verifiable
information, statistics and other supporting materials with reference
to current, objective, and credible facts. The parties understand
that statements of opinion, including those regarding salary levels
and quality of teaching will not be effective in attempting to
generate salary dollars for future years.
December 30: FHSU will provide a written response
to the proposed salary generation package presented by FHSU-AAUP.
February 1. The parties will meet and confer
over the salary generation proposal, in an attempt to reach agreement,
after FHSU provides its written response. If the parties do not
agree on a salary generation package, impasse may be declared on
the issue of salary generation alone. If the parties
agree on a salary generation package, it will be presented at the
Kansas Board of Regent’s June meeting.
April 30. Assuming the impasse procedure, including
mediation, can be completed in sufficient time, the written fact
finding report will be completed no later than April 30. The fact
finders’ report will be forwarded to the parties and to the
Kansas Board of Regents for inclusion in the agenda for the June
Kansas Board of Regent’s agenda.
In conjunction with FHSU’s overall budget request, the Kansas
Board of Regents will consider the agreed salary proposal or the
fact finder’s report, whichever is appropriate, at the Board’s
June meeting. The Kansas Board of Regents may:
- Accept the agreed proposal or fact- finding report and adjust
its block grant request in the Kansas Board of Regents’ budget
submission or direct FHSU to take other measures to meet the
fact-finder’s recommendation.
- Not accept the agreed
proposal or fact-finding report. If the report is not accepted,
the Kansas Board of Regents will proceed with its block grant
request in the Kansas Board of Regents, budget submission.
