Admission Process

International Students

Each international applicant to the FHSU Graduate School must complete the following procedures before application for admission will be considered:

Application: Please complete and return the Application for Admission to the Graduate School (See Forms & Applications). A specific major must be noted for degree-seeking students. For example, if pursuing a Master’s in the College of Education, specify Education, Counseling, Special Education, Educational Administration, or Instructional Technology.

Financial Requirements: International students must be able to certify that the necessary funds are available to cover the costs of transportation and study costs. See Financial Requirements.

English Language Proficiency: The following are the various acceptable means of verifying English language proficiency for the purpose of admission: (1) verification that your native language is English, (2) evidence of a TOEFL score of 550 on the paper-based version, 79 on the Internet exam, or 213 on the computer-based exam, (3) evidence of a baccalaureate degree or higher from a regionally accredited U.S. institution of higher education, or (4) documentation that you have completed a recognized and approved intensive English language program.

Transcripts: Submit an official transcript indicating your completion of a Bachelor's degree or its equivalent, as well as the English translation. Official transcripts are original documents containing university seals or original signatures. You are required to provide official transcripts covering all coursework from each college or university that you have attended to date. See Request for Transcript Form (.pdf file).

Entrance Exams: Provide entrance examination scores or other evidence of admissibility as required by individual academic departments.

Recommendations: Submit Letters of Recommendation (if required by the department). All recommendation letters must be sent directly to the Graduate School.

Other Documents: Some departments require other documents (i.e., personal letter, resume, etc.). Please go to Programs and Degrees to see what is required for your degree program.

Fees: Submit a $35.00 application fee.

Transfer Authorization Document: A transfer authorization document is required if transferring from another educational institution.

Past Masters Degrees: If the applicant has completed a Master’s degree at Fort Hays State University, inquiry should be made regarding steps necessary to reactivate a file. In many cases, completion of a new application is the only requirement for students with graduate degrees from Fort Hays State University.



When the above materials have been collected in the applicant’s file in the Graduate School, the file will be reviewed by a departmental committee from the applicant’s major area to determine admission status or non-acceptance. This committee will follow these guidelines:
  1. Each applicant for the Master’s program must evidence a minimum grade point average of 2.5 (C+) on the last 60 hours of undergraduate credit. The department of your major may have a higher grade point average requirement. Each applicant for the Specialist in Education degree must evidence a grade point average of 3.0 (B) or higher in all graduate work taken at the Master’s level.
  2. The student must have adequate preparation in the area of the major of study.
  3. Each applicant for a Master’s degree or for admission as a non-degree student must hold a bachelor’s degree from a college or university of recognized standing. Each applicant must achieve the established score(s) on any required entrance examination.
The committee will then return the file to the Graduate School with approval or rejection of the application clearly indicated. An advisor will be appointed to assume responsibility for the student’s program and direction of study. The Graduate School will notify the applicant by letter of the status of the application. The admitted student will then be given directions to contact the graduate advisor, arrange a program of study, and refer to the graduate catalog for the fulfillment of other requirements.
