Research Study by Dr. Bannister published in Federal Communications Law Journal

Dr. Mark Bannister, Chair of the Information Networking and Telecommunications Department at FHSU, has recently received the recognition and notoriety of having a research study he authored published in the Federal Communications Law Journal; a leading law journal on telecommunications and broadcast law. The article, posted in Volume 57 – Issue III of the Federal Communications Law Journal, will be published in 2005.

Dr. Bannister did several research studies during his sabbatical during Spring 2004 semester on the Telecommunications industry and regulations concerning the industry. The article chosen for publication is titled, Virginia Cellular and Highland Cellular: The FCC Establishes a Framework for Eligible Telecommunications Carrier Designation in Rural Study Areas, and analyzes a developing framework that will affect the allocation of hundreds of millions of dollars annually from federal and state universal service funding.
