A committee was formed in February, 2013, to visit the option of converting from State of Kansas Civil Service Employees to University Support Staff (USS). This option is allowed by Statute 76-715a.
The proposal has been finalized. Classified employees affected by such a proposal may vote at an election. Classified Senate has announced that the vote will take place on Tuesday, November 19, 2013, from 8:00AM to 4:30PM. The location of the vote will be at the Feature Wall located next to Starbucks in the Memorial Union. The Student Government Association will be responsible for conducting the election and tallying the votes. A simple majority will be needed for approval.
The draft of the USS Handbook is complete. Page 43 of the Handbook references the Disciplinary Action Appeals Policy. At the present time, classified employees are members of the Kansas Civil Service and have access to the Kansas Civil Service Commission in appeals of demotion, suspension, and dismissal. If the vote to convert to USS passes, the University will implement the conversion of this employee group from the Kansas Civil Service to University Support Staff. The Disciplinary Action Appeals Policy will be sent to President's Cabinet for approval. Once approved, the USS Disciplinary Action Hearing Board will be created and these procedures will be followed.
Since the proposal states that USS employees would be treated equally in comparison to the unclassified non-teaching staff, a comparison of salary percent increases is provided.

ESTIMATED TIMELINE FOR USS COMMITTEE
If the vote to convert to University Support Staff passes, the handbook then goes to the Kansas Board of Regents for approval. Once approved, a committee along with the HR office will develop the salary bands and update position descriptions. The HR office shall provide supervisor evaluation training. All this must take place prior to the start of fiscal year 2015 which begins June 8, 2014.
