Overview: This is a half-time 12-month
appointment. The position is unclassified but non-tenured. The
Director of Equal Opportunity receives vacation, sick leave and
other fringe benefits as determined by FHSU Personnel Office. The
Director reports directly to the President of the University, and
will be required to select and adhere to office hours of 20 hours
per week with some meetings requiring work outside those normal
hours. An additional half-time appointment in other areas
of the University may be available.
Duties: The Director of Equal Opportunity
is responsible for administering and enhancing FHSU’s Affirmative
Action Program. The Director will follow existing policies
and procedures within the Affirmative Action program to achieve
diversity in employment, education, and other educational activities
at FHSU. The Director of Equal Opportunity will also be responsible
for revising any such policies and procedures within the program
to further enhance its effectiveness. The Director also provides
advice and assistance to the University community with regard to
search and hiring practices and procedure. The Director will
be required to prepare yearly affirmative action reports reflecting
diversity within FHSU’s workforce, and bi-annual (every other
year) reports, on an alternating basis, regarding gender equity
within FHSU’s workforce and female student interest in participating
in intercollegiate athletics. These reports, and any other
required information, will be prepared pursuant to the mandates
of any applicable federal or Kansas law, rule or regulation. The
person selected for this position will also be required to receive
and investigate complaints regarding discrimination and harassment,
and will serve in a conflict resolution role among employees and
students. The Director of Equal Opportunity will be required
to serve on FHSU’s Affirmative Action Committee and other
University committees and to make recommendations to the President
and other administrators regarding the effectiveness of such committees
and how the goal and the purpose of the committees could be enhanced. In
conjunction with the Director of Equal Opportunity’s responsibility
for the affirmative action program, the Director will provide education
to the campus community regarding laws, rules, regulations and
procedures dealing with search practices, diversity, discrimination
and harassment and will oversee training provided to FHSU employees
on these subjects. In addition to all duties described above,
the Director of Equal Opportunity is expected to make recommendations
to the President regarding personnel, software support, and other
needs of the Affirmative Action Office in order to increase the
visibility and effectiveness of the Office within the FHSU community.
Education: The Director of Equal Opportunity
must have at least a Bachelor’s Degree, with a degree in
a field related to affirmative action, law, or human resources
being preferred. A Juris Doctor degree is preferred but not
required.
Experience: The successful candidate will
have valuable work experience in areas relating to affirmative
action or equal opportunity compliance, diversity, discrimination
and harassment prevention and investigation, and alternative dispute
resolution. Prior work in law or human resources is preferred. The
Director of Equal Opportunity must have a commitment to diversity
and equity, sensitivity to the interests of all under-represented
groups, and a working knowledge of the laws and regulations relating
to affirmative action and equal opportunity. In addition,
the successful candidate will have exemplary oral communication
skills, an ability to investigate complaints, and conflict resolution
skills. Strong computer and technological knowledge is preferred. The
ability to discreetly and confidentially undertake investigations
and resolve complaints is a must, and the successful candidate
will be able to initiate and conclude required tasks and projects
independently and timely.
