University Association Constitution and
Bylaws

Constitution
Article I: Name
The name of this organization shall be the University
Association of the Fort Hays State University hereinafter referred
to as either the University Association or the Association.
Article II: Object
The Association promotes the social, professional,
and civic activities of its members and their families in order
to support the services, policies, and growth of the FHSU.
The Association shall decide upon the policies regulating
the collection and spending of the University Association Fund.
This Association has no authority to adopt official
policies for the curricular, academic, or administrative affairs
of the University, except matters dealing with the University Association
Fund. The Association may make recommendations to the administration
or the faculty for policies to promote the improvement or development
of the University.
Article III: Membership
Section 1. The membership of this organization shall
consist of regular, associate, and retired members.
Section 2. Regular members shall include employees
of FHSU, both classified and unclassified, who have paid their regular
membership dues for the current membership year. Regular members
shall include all who have paid their regular membership dues for
the current membership year. Regular members are eligible to hold
office and have full voting rights and are eligible for all other
benefits of membership.
Section 3. Associate members shall include classified
employees who choose not to join as regular members and have paid
their associate membership dues for the current membership year.
Associate members are not eligible to hold office or vote in Association
elections, but are entitled to all other benefits of membership.
Classified employees may join the Association as regular or associate
members.
Section 4. Retired members shall include FHSU employees
(classified and unclassified) who are retired and yet wish to continue
their affiliation with the Association and who have paid their dues
for the current membership year. Retired members are not eligible
to hold office or vote in Association elections, but are entitled
to all other benefits of membership. Retired persons may join the
Association as regular members or as retired members.
Section 5. The membership year is from October 1 to
September 30.
Article IV: Officers and Tenure
The officers of the Association shall consist of a
president, president elect, secretary-treasurer, secretary-treasurer
elect, and a first and second vice president. The president elect
and the secretary-treasurer elect automatically assume their respective
responsibilities the following year. The members will select a new
president elect, secretary-treasurer elect, and first and second
vice president each year by a plurality of votes. See Article II
of the Bylaws. The tenure of office shall be for one year, June
1 to May 31.
Article V: The Executive Council
The Executive Council shall consist of the officers
of the Association and other non-voting members as deemed appropriate
by the president. The Executive Council shall assist the president
of the Association in carrying out the activities of the Association.
Article VI: Meetings
The Association shall meet at least once each semester.
Other meetings may be called at the request of the president of
the Association or Executive Council.
Article VII: Amendment
The constitution and bylaws may be amended by an affirmative
vote of two?thirds of the ballots cast on the proposed amendment.
A ten-day written notice shall be given for a proposed amendment
and the vote shall be by written ballot.
Article VIII: Dissolution
In the event of the dissolution of this Association,
its assets shall be transferred to the FHSU Foundation for scholarships or any other educational purpose which the
FHSU Foundation may select.
Bylaws
Article I: Finances
Association dues shall be fifteen dollars ($15) per
year for regular members, six dollars ($6) per year for associate
members, and four dollars ($4) per year for retired members, payable
on or before October 1 of each year.
Each year during the spring semester, the Executive
Council shall submit to the Association a proposed budget for the
next academic year. Each item of the proposed budget shall be voted
on separately by written ballot. Such proposed budget shall contain
alternative amounts, one of which shall be zero, for each budgeted
item as determined by the Executive Council. The amount for each
item receiving the highest number of votes shall be incorporated
to form the official Association budget for the ensuing year. Non-budgeted
expenditures exceeding fifty dollars ($50) shall be voted upon by
the membership by written ballot. It shall be the duty of the officers
of this Association to maintain a surplus of approximately five
hundred dollars ($500) to take care of non-budgeted expenditures.
The official Association budget shall be the basis
for determining the amount of assessment to be made each year.
Article II: Election
The officers shall be elected by ballot during the
month of February. All regular members of the Association shall
have the right to vote. The president of the Association shall appoint
a nominating committee to suggest candidates. By petition of ten
members of the Association filed with the chairman of the nominating
committee before February 1, any member eligible under these Bylaws
who is currently in residency may be nominated for president elect,
secretary-treasurer elect, or first or second vice president. A
plurality of votes shall elect. In case of a tie the Executive Council
shall decide who shall be elected. In the case of a vacancy in elective
offices the position shall be filled by nominations from the floor
in an election at a regular meeting of the society, a majority of
members present signifying their approval of this procedure by voice
vote; otherwise by regular election as provided in this Article.
Article III: Quorum
A quorum of the University Association shall be defined
as any regular members who are present at a meeting which has been
called after one week's notice has been given in writing.
Article IV: Amending the Bylaws
The Bylaws of this Association may be amended by a
two-thirds vote of the ballots cast on the proposed amendment. A
ten-day written notice shall be given for a proposed amendment,
and the vote shall be by written ballot.
