ACADEMIC ADVISING

   The primary purpose of the FHSU academic advising program is to assist students in the development of meaningful educational plans that will be compatible with career aspirations and contribute to the process of preparing for a life of change, challenge, and individual fulfillment. At FHSU, academic advising is based on a system of shared responsibility between student and advisor, and a process of continuous improvement, clarification, and evaluation with the aim of furthering institutional advising goals and desired student outcomes. The Academic Advising and Career Exploration Center provides academic advising for undecided, associate of general studies and non-degree seeking students. Students who have declared a major in an academic department are advised in the department by faculty members. Students can find out who their advisor is by checking their current schedule on Student Web Services (www.fhsu.edu/sws).

ACADEMIC SUCCESS PROGRAMS

Academic Success Programs are designed to help all students acquire the skills necessary to develop good study habits and achieve educational and career success. Academic Success Programs offers FREE individual and group tutorial services for the majority of the classes in the General Education curriculum at FHSU. Academic counseling is available for personal time and semester management, textbook reading, lecture note-taking, test taking, test anxiety, and collaborative learning. Individual and group tutoring is available for the Pre-Professional Skills Tests (PPST) required for admission into the teacher education program. The Coordinator of A.S.P. teaches the Succeeding in College EAC 103 F This course is designed to help college students maximize their academic potential.

The Office of Admissions promotes FHSU and assists prospective students through the college search, application and enrollment processes. The office is responsible for maintaining/increasing new freshmen and transfer enrollments.

AFFIRMATIVE ACTION

The Affirmative Action Office deals with discrimination or harassment involving protected classes (i.e. sex, race, religion, national origin, age, disability or veteran status). The Affirmative Action Officer also serves as the ADA (American Disability Act) coordinator. The Affirmative Action Officer can advise you on options available if you feel you have been discriminated against or harassed.

ALUMNI ASSOCIATION

The Alumni Association is the major alumni support system of the university. Drawn together by pride, mutual concern and purpose, the association offers many services and programs for the university, community and FHSU alumni.

The Kelly Center Director is the designated campus coordinator of services for persons who have been sexually assaulted. Services needed are determined on an individual basis and might include counseling, referrals, consultation regarding legal recourse and procedures, assessment and the appropriate management of academic impact, and changes in residence. Sexual assault prevention and education programs are addressed in the wellness component of D.A.W.N. (Drug and Alcohol Wellness Network) services and in the personal counseling services component. The Kelly Center will also facilitate referrals for appropriate post sexual assault physical care/treatment through the Student Health Center, community resource or private provider.

FHSU policy prohibits any behavior that, through inappropriate sexual or gender-based content or contact, interferes with an individual’s work or learning environment. The Affirmative Action Officer provides assistance for all persons who have been sexually harassed. Confidentiality is maintained when requested and possible. The university’s policy on sexual harassment may be found in the “Policies and Procedures” section of this student handbook.

CARD CENTER

   The Card Center and Commerce Unive-rsity Branch Bank provide identification card services and banking services such as checking and savings accounts, CDs, loan applications, money orders, and cashier checks for the university community. Other services include meal plan registration, Commerce Bank debit account auth-orization and the production of original and replacement identification cards.
   The Tiger Card serves as the official identification card for all FHSU students, staff and faculty and is required for the check-out of library materials and access to residential life cafeterias, athletic events, cultural events, computer labs and HHP recreational areas. Optional uses for the Tiger Card include Commerce Bank services and vending/copy machine access. Students may purchase the Tiger Card at the Card Center (Memorial Union) for $5. Replacement cost for the Tiger Card is $10.

CAREER EXPLORATION SERVICES

The Academic Advising and Career Exploration Center allows undecided students as well as other students the option to visit with counselors about their career path and finding a major. The counselors will help students identify their interests, abilities, values, and personality types to find majors that might best fit them. Being able to identify your goals is a good starting place to think about the choices you will make regarding your major, minor, or career. The center has a career library, various career guidance inventories, workshops, the Career Planning and Development Class – EAC 100, web links, and will make referrals to appropriate sources.

   Looking for employment opportunities? Need help refining your interviewing skills or job search strategies? Career Services offers all FHSU students and alumni assistance in conducting successful job searches for part-time and summer employment, internship, and full-time employment opportunities.
   Career Services offers job seekers assistance in preparing professional resumes and cover letters, developing successful interviewing techniques, and conducting successful job searches. Additionally, the office provides students and alumni online access to prospective local, regional, and national employer contact information; on-campus interviewing opportunities; resume/referral program access; career fairs; and lifetime services for FHSU alumni. The “Jobs for Tigers” program assists students and community residents in locating part-time jobs in the Hays area.    This program is accessible on our Web site: www.fhsu.edu/career/jft.shtml.

CENTER FOR TEACHING EXCELLENCE AND LEARNING TECHNOLOGY (CTELT)

Although CTELT is a faculty service organization, it does provide limited photographic services for student organizations. CTELT provides the faculty, staff and students of FHSU with the highest quality learning technology and media support for teaching excellence through specific programs and services.

COMMERCE UNIVERSITY BRANCH BANK

The Commerce University Branch Bank provides banking services such as checking and savings accounts, CDs, loan applications, money orders, cashier checks, etc. for the university community. Other services include direct deposit, ATM activation and check ordering for your Tiger Card.

COMPUTING AND TELECOMMUNICATION CENTER (CTC)

   The CTC is responsible for the central administrative systems, including student, financial, and human resources systems. In addition, the CTC maintains a repository of historical (and some current) data in a data warehouse. Students, faculty, and staff interact with these systems primarily over the Web. The CTC also hosts campus e-mail systems, the campus course-delivery system, and other administrative auxiliary systems. All of these systems reside on an IP network running on wire, fiber-optic, and wireless components.
   The systems and applications programming groups create, maintain, configure, and integrate many administrative systems across campus. Telecommunications personnel support campus-wide voice mail and voice communications and manage the campus switchboard and Tiger Info Call Center. Along with data communications staff, they also support the voice and data fiber optic, copper, and wireless infrastructure. The servers and desktop systems group maintains, configures and installs server and client software and repairs PCs and PC-peripherals on campus. Information center staff provide user support, training, statistical consulting, and OMR scanning and test grading. Mediated classroom staff install and maintain equipment for mediated classrooms across campus and provide a Media Equipment Checkout service (located at the CTC HelpDesk) for faculty and staff for instructional purposes.
   The CTC HelpDesk (see the next section), 113 Tomanek Hall, provides support for e-mail and Internet dial-up accounts and offers a variety of computer-related services and information to students, faculty, and staff. The CTC HelpDesk also provides assistance with obtaining wireless Internet access on campus. Wireless access is under development on campus and is currently available in several areas, including Forsyth Library and portions of Tomanek Hall, Rarick Hall, Davis Hall, Sheridan Hall, and the Memorial Union.    General use computer labs are located in Tomanek Hall, Rooms 121, 123, and 127 and in Forsyth Library. Other general use and departmental labs are located throughout campus. Computer labs are also located in the residence halls; usage of these computers is restricted to those residing in each particular hall. CTC HelpDesk

   The CTC HelpDesk is the focal point for technical assistance, referral information, and access to FHSU computing and telecommunication services.
   The HelpDesk provides assistance for a variety of tasks, such as accessing e-mail, gaining Internet dial-up and wireless access, posting student Web pages, and locating campus computer labs.
   A variety of products and services are available at the CTC HelpDesk. From either a Windows or Macintosh workstation, you can use a scanner and print color documents. You can also send or receive faxes and purchase computer supplies. Some items available include 3_” disks, Zip disks, CD-Rs, CD cases, and portable USB drives. Select Microsoft products are available at volume discount prices through our online Software Center.
   FHSU faculty, staff, and currently enrolled students may use CTC HelpDesk services. You will be asked to present a valid FHSU ID before using the workstations. During busy times, preference will be given to students doing course-related work.
   The Tiger Info Call Center and faculty Media Equipment Checkout offices are also located inside the CTC HelpDesk.

The Computing and Telecommunication Center (CTC) maintains an inventory of laptops, projectors, cameras, and other media equipment to supplement the FHSU learning environment. Equipment may be reserved by faculty for instructional purposes.

DRUG ALCOHOL WELLNESS NETWORK (D.A.W.N.)

As a state-licensed drug and alcohol treatment facility, D.A.W.N. provides assessment, counseling, education and referral services for members of the campus community with substance abuse problems. D.A.W.N. also engages in substance abuse prevention activities through its work with several student groups. The wellness component helps students, faculty and staff make decisions to pursue healthy lifestyles and excellence in all undertakings. Resource material is maintained for people working on projects and classroom presentations.

ENDOWMENT ASSOCIATION

Founded in 1945, the FHSU Endowment Association is a 501(c)3 non-profit organization that was created to receive gifts from private resources for the benefit of students and programs of FHSU. Today, the Association has assets in excess of $32 million and actively seeks gifts through annual giving appeals, capital campaigns and estate planning. During fiscal year 2005, the Association distributed nearly $1.3 million in scholarships to FHSU students and $765,000 in University academic and program support.

The Financial Assistance Office administers a wide range of financial aid programs available to FHSU students. These programs include grants, loans, scholarships and work-study and departmental employment.

FORSYTH LIBRARY

   Forsyth Library is the information/research center for the university. The library provides access to information through books, periodicals, government documents, CD-ROMs, computer literature searches and public Internet connections.
   Library faculty and staff offer a full range of reference, interlibrary loan, circulation/reserve, government documents and special collection services. The online catalog is accessible on and off campus. Photocopiers, microfilm reader/printers and typewriters are available for public use. GRADUATE SCHOOL

The Graduate School is the unit responsible for organizing and supervising FHSU’s graduate instructional programs. It is also the unit responsible for facilitating, encouraging and coordinating the research effort of the university. The Graduate School offers the master of arts, master of business administration, master of fine arts, master of liberal studies, master of science in education, master of science in nursing and the master of science for a total of 17 master degrees. The specialist in education is offered in two areas. The Graduate Office provides application materials and information about degree, admission and graduation requirements.

HERNDON SPEECH-LANGUAGE-HEARING CLINIC

Students may schedule a screening and/or a complete evaluation of speech-language-hearing at the Herndon Clinic. The clinic also provides treatment for articulation, voice, fluency, language and hearing disorders. In addition, services for accent modification, development of the professional voice, and use of assistive technology for communication are available. INTERNATIONAL STUDENT SERVICES

This office provides services to international students in the form of personal counseling, general advising and advising related to U.S. immigration laws. The office also develops and facilitates programs on campus and in the community, which focus on cross-cultural orientation and exchange. Additional areas of responsibility include international admissions, record keeping and recruiting in order to develop and retain a substantial, globally-representative international student population. This office is also responsible for providing advising for study-abroad opportunities with the International Student Exchange Program (ISEP) Program.

KELLY CENTER

The Kelly Center houses a broad range of services and programs designed to enhance student learning and personal growth. Kelly Center units include academic success programs, drug and alcohol treatment and prevention services/wellness promotion and testing services. Most services are free. MEMORIAL UNION

   The Memorial Union provides many important services to the FHSU community. The Union has conference and meeting rooms, a big screen television, pool tables, Starbucks coffee, Pizza Hut, two ballrooms and several lounges. The University Bookstore, Student Health Center, the Student Government Association and the University Activities Board are located in the Memorial Union. If you are interested in reserving space in the Union or need information concerning hours of operation, contact the Memorial Union Office. OFFICE OF MULTICULTURAL AFFAIRS

The services provided by the Office of Multicultural Affairs include diversity awareness programs, pinning ceremony for students of color, retention, empowerment, cultural education programs, advocacy on behalf of persons from under-represented groups. Through its myriad activities, the Office assists the university in meeting the special needs of these persons on a mostly Caucasian campus and promotes civility and cultural competence among all people at FHSU.

PARKING PERMITS

   Appropriate parking permits will be required for all motorized vehicles parked on campus during the university term.
   Zone 1: Parking permits are required from 7 a.m. to 4 p.m. during the university term, except in lots A1, A2 and D (in which student parking is open after 2:30 p.m.). Only those students living outside the Restricted Area (east of Fort Street and north of 12th street) will be eligible to purchase Zone 1 permits. Zone 1 permits are valid in Zone 2.
   Zone 2: Parking regulations will be in effect on a 24-hour basis, except in lots L and M (where student parking is enforced from 8 a.m. to 2:30 p.m.). Note that staff is enforced until 4 p.m. in lots L and M. Zone 2 permits will be required for all students (and other university personnel) living in the residential life area who have their vehicles on campus. Special permits are required for Wooster Place residents. Zone 2 and Wooster permits are NOT valid in Zone 1.
   Zone 3: Zone 3 permits are required in lot K from 8 a.m. to 2:30 p.m.
Staff: Faculty/Staff permits are required for all university personnel who park their personal vehicles on campus. Faculty/Staff permits are valid in Staff, Zone 1, Zone 2 and Zone 3 parking stalls.
   Visitor: A visitor parking permit is required when someone is visiting the campus. These permits can be obtained free at the FHSU Police Office and front desks at the Residence Halls. You may obtain a current Parking Rules and Regulations brochure (including map) from the University Police Office located in the Brooks Building.

PERSONAL COUNSELING SERVICES

Short-term individual, couples and group counseling services are available for students, faculty, and staff to address concerns such as depression, anxiety, managing stress, coping with transitions, relationship difficulties, eating disorders, and sexual and physical abuse. Crisis intervention is available on a 24-hour basis for individuals living on campus. Psychological testing and referrals to local mental health providers are also available. Services are free of charge and strictly confidential.

The Office of the Registrar provides many services to FHSU students including admission to the university, changes of address and/or names, registration, enrollment, printing and distribution of semester and summer class schedules, adding and dropping classes and transcript services. The staff works with individual degree program analysis, answers questions concerning transfer courses, student verifications, and the annual commencement ceremony.

SCHOLARSHIP SERVICES

The Scholarship Services Office provides students with university, community and state scholarship information through the online Scholarship Application and bulletin board. The staff processes applications, acceptance forms and provides personal assistance.

This office ensures that persons with various disabilities have equal access to educational opportunities at FHSU. It also educates the campus community about issues impacting persons with disabilities. Services include pre-enrollment assistance, determination of reasonable accommodations, and collaboration with faculty regarding student needs, linkage to support services and advocacy. This office sponsors a student organization, Creating Access for Today’s Students (CATS), and maintains resources for persons working on projects and classroom presentations.

You may contact two offices to locate employment on- or off-campus. The Student Employment Office, third floor Custer Hall, can inform you about work-study and departmental job openings on campus. In addition, Jobs for Tigers is a free program that assists students in locating employment in the Hays community and surrounding area. Positions are listed in the Memorial Union, in 214 Sheridan Hall, and at www.fhsu.edu/career. Interested students and spouses must complete a job application card each semester. Jobs for Tigers is coordinated through Career Services in 214 Sheridan Hall.

Student Fiscal Services mails enrollment information; collects tuition, residential life and loan payments; distributes financial aid and tuition refunds; processes and releases outside scholarships; awards, disburses and collects short-term and Drury loans; works with deposits and requisitions of student organization activity accounts; and a variety of other financial matters.

STUDENT GOVERNMENT ASSOCIATION

   The SGA exists to serve, protect, and promote the interests and rights of FHSU students. It is a representational form of government with Senate seats available by major and by student organizations. The SGA serves as a vehicle for students to examine, discuss and take action on campus.
   SGA has a long history of being the central student organization on the FHSU campus. The goal is to work as an advocacy group on behalf of students’ concerns. Student government works with every student organization on campus and serves as the voice of FHSU students to the Kansas Board of Regents. In addition, SGA oversees the distribution of student fee money to all student organizations and student services.

STUDENT HEALTH CENTER

The Student Health Center is available for all students to promote health and to treat illness. Office hours are 8 a.m. to 4 p.m. Monday through Thursday, and 9 a.m. to 4 p.m. Friday every day that classes are in session. Family nurse practitioners and registered nurses staff the office full time and a physician is available from 10 a.m. to noon every day that classes are in session. If desired or necessary, referrals can be made to other agencies, clinics and physicians in the community. Staff will also work with your private care provider if desired. A variety of free, over-the-counter medications are available from the center. Laboratory tests and prescription medications are available. In addition, a voluntary student health insurance plan is offered throughout the year. Information is also available on Healthwave, a very low cost insurance plan provided by the State of Kansas for children aged 18 and younger. Student Health Center staff are also available to present educational programs to student organizations.

STUDENT RESIDENTIAL LIFE

FHSU students are housed in four traditional residence halls (Agnew, Custer, McMindes, and Wiest) and 2 apartment complexes (Stadium Place and Wooster Place). Living on campus provides students with a wealth of experiences, many conveniences and opportunities to meet people from around the world. On-campus students have the opportunity to become involved and to make a difference. The Student Residential Life Contract Viewbook, available from the Office of Student Residential Life, 114 Agnew Hall, lists a description of each community or visit our Web site. TESTING SERVICES

Testing Services coordinates and administers testing for college and graduate school admissions tests, select professional certification examinations, and other national testing programs. These tests include ACT, CLEP, DANTES, LSAT, MAT, NET, PCAT, PRAXIS, SAT, and various other testing programs. Additionally, Testing Services is an Authorized Prometric Testing Center offering information technology (IT) certification testing. Information on test dates, test registration policies and procedures, and resources for contacting affiliated testing programs is available by contacting Testing Services.

The Tiger Info Call Center provides support for prospective students, Virtual College students, on-campus students, faculty, and staff. Callers can receive directory assistance and general information covering various topics, such as applying for admission, accessing and using the Blackboard course delivery system, accessing course schedules and personal information with Student Web Services, enrolling in classes and other FHSU-related issues.

TIGER TOTS NURTURY CENTER

The center provides a combination day care/pre-school program for children ages 2 1/2 to 6. The hours of operation for the fall and spring semesters are from 7:30 a.m. to 5 p.m. Monday through Friday. Summer session hours are from 7:30 a.m. to 5 p.m. Monday through Thursday. UNDECIDED STUDENT ADVISING

The Academic Advising and Career Exploration Center provides advising for undecided students. The center registers students for their classes in addition to helping the student obtain academic success. There are many resources available for the undecided student to decide on a major. UNIVERSITY POLICE

The primary function of the FHSU Police Department is protecting life and property against criminal attack and preserving the peace. The officers patrol campus grounds, secure buildings, enforce laws and regulations, control traffic, investigate criminal activities and other disorders, investigate traffic accidents and maintain records. The department also assists the campus community with information about parking and traffic, parking permits and payment of parking tickets and fines. The FHSU Police Department operates 24 hours daily. Campus Dispatch (628-5304) may be reached from 8 a.m. to 4:30 p.m. Monday through Friday during the fall and spring semesters, and 7:30 a.m. to 5 p.m. Monday through Thursday, and 7:30 a.m. to 11:30 a.m. Friday during the summer semester. To contact the police outside of these hours, or on weekends and holidays, you may use any of the five emergency phones placed in the kiosks that are located throughout campus or contact the Hays Police Department at 625-1011 or dial 911.

The Office of University Relations gathers news about FHSU people, events and activities and distributes it to the media; produces numerous publications for FHSU offices and academic departments; provides consultation for writing and designing publications; manages the university Web site; manages licensing for the university’s protected identity marks; and assists with planning special events.
