INTERNATIONAL RESTRUCTURING PLAN PHASE I: ACADEMIC YEAR 20-21
While forward movement on the international restructuring is vital, given the current pandemic situation, and in alignment with five guiding principles for the summer and fall operational planning processes, the international restructuring will move forward at a more cautious pace through a multi-phase approach. Phase 1, year 1 of the plan (academic year 20-21), will begin with the following initiatives:
Strategy 1:
Create a position within the division of academic affairs that will manage the day to day activities within the division regarding international programs.

- Preserve and improve China partnerships
- Expand our international footprint
- Enhance inbound student experiences
- Boost curricular and co-curricular globalization efforts
ACTION STEPS
- Create job description for position June 15, 2020
- Seek opportunities to expand this work through existing human capital at FHSU by July 1, 2020
- Continue collaboration with the Office of Global Partnerships to transition global partnership functions to academic affairs
- Establish metrics for desired outcomes by June 1, 2021

By June 1, 2021, the following actions will have been completed:

ACTION STEPS
- Work with ESL Director to write criteria for RFI
- Work with the Administration and Finance Office to craft and disseminate the RFI
- Review and analyze results of RFI
- Make decisions about FHSU ESL program offerings by June 1, 2021
- Establish metrics for desired outcomes by June 1, 2021
EVALUATION
By June 1, 2021, the following actions will have been completed:
- RFI created and disseminated
- RFI reviewed and analyzed
- Recommendation report for ESL program offerings completed

Strategy 3:
Restructure and rename the IEMG to better support the international functions of the university.
PERSON RESPONSIBLE:
Vice-President for Administration and Finance with support of the Provost/VP for Academic Affairs and VP for Student Affairs
DESIRED OUTCOMES
- New integrated planning and execution teams, that function as a coordinating committee, including the active engagement of all three VPs and stakeholders from each key area, will result in the elimination of silos, improved communication among the various departments and divisions, and more concise/complete policies and procedures.
ACTION STEPS
- Discuss group membership with VPs, Deans, ICs and other department heads with involvement in international programs
- Develop long term group members while limiting group size for efficiency. Others can be invited to participate as needed
- Develop group policies and procedures
- Establish metrics for desired outcomes by June 1, 2021

- Purpose statement/charge created

Strategy 4:
Reassign the director of strategic partnership programs to international student services to grow on-campus and online international enrollment.

- Expand our international footprint
ACTION STEPS
- Reassign position to the International Student Services Office
- Relocate personnel to the ISS office suite
- Advance the international portion of the FHSU strategic enrollment plan (SEP)
- Establish metrics for desired outcomes by June 1, 2021
EVALUATION
By June 1, 2021, the following actions will have been completed:
- Position reassigned and relocated to ISS
- International recruitment committee/SEP mapping team formalized
- SEP plans submitted to SEP steering committee
