QUALIFICATIONS TO TEACH DRIVER EDUCATION:
A person must hold a valid standard teaching license in order to add an endorsement for driver education to the license, which then qualifies them to teach driver education in public schools (1)(A). A teaching license can only be obtained by having completing an approved teacher preparation program - plus any additional licensure requirements such as the licensure assessments.
The substitute license referred in (B) below is the standard five year substitute license (not an emergency substitute license). This section also requires that the person holding the standard substitute license has prior experience teaching driver’s education in order to qualify as a driver education instructor in public schools. A standard substitute license is only available to a person who has completed an approved teacher preparation program. (Generally, someone holding this standard substitute license would be someone who has retired from full-time teaching).
According to Kansas Regulations, you must have the following:
91-5-3. Qualifications of instructors. (a) Each instructor of an approved driver education program shall have the following:
(1) (A) a valid teacher certificate with an endorsement in driver education; or
(B) subject to the provisions of subsection (b), a valid substitute teacher certificate; and
(2) a valid motor vehicle operator's license.
(b) Each instructor who provides driver education under a substitute teacher certificate shall have had, within the five years preceding the date of the issuance of each substitute teacher certificate, teaching experience in an approved driver education program. (Authorized by K.S.A. 72-7514; implementing K.S.A. 8-272)

Driver Education Flyer 2021-2022
FHSU is offering the approved course program, the required element for the Drivers’ Education endorsement. KSDE is in the process of working with the State Attorney General to approve the regulations for the Driver Education endorsement. At this time, at the completion of the program, you will need to provide your transcripts to Robyn Meinholdt at rmeinholdt@ksde.org. Once KSDE receives your transcripts, verifies you hold a current Kansas teaching license, and validates that you have completed an approved Driver Education Program, they will issue an official letter acknowledging that you have the completed all the credentials needed to teach in a public driver education program and that KSDE allows you to do so.
