Registration Policies

- To drop a course, login to your profile on the Learner Portal and navigate to Registration History. Select Request Drop for the course you wish to drop.
- Dropping a course prior to the drop deadline will delete the course from your learner record. You may be eligible for a refund depending on when you request the drop (See Refund Policy below for PCE programs for more information).
- After the drop deadline has passed, a request to leave the program is considered a withdrawal and will be marked on your learner record. To request a withdrawal, you must submit written notice via email to pce@fhsu.edu.
You may request a transfer into another program, providing enrollment for both programs is still open, you meet the requirements or prerequisites for that program, and there are seats available. If there is a difference in cost between the two programs, you will be required to pay the difference or may be eligible for a refund, depending on when the request was made. Transfers are subject to staff approval.
Occasionally, situations arise in which FHSU PCE might have to cancel a program, limit program size, change times, substitute facilitators, or make other changes to program offerings. Any necessary substitutions or changes will be made with the intent of maintaining or enhancing the original purpose and integrity of the offering. In the event that FHSU PCE cancels a program, registered participants will receive a full refund of tuition paid. Application fees and certain special request fees are non-refundable.
Payment Policies
- PCE programs do not qualify for traditional FHSU financial aid programs.
- FHSU Employees: Vice Presidents will fund FHSU employee registration in select PCE programming. FHSU's Tuition Assistance Program does not apply to PCE programming; however, faculty/staff professional development funding may be utilized for programming that is not funded by the vice presidents. Applications for faculty/staff professional development funding must be submitted by the employee and approved through the appropriate chain of command.
For live and blended programs: Learners who drop a program more than 14 days prior to the start date will receive a 100% refund of their registration fees. Dropping a program 7-14 days prior to the start date will be refunded 50% of their registration fees. Dropping less than 7 days prior to the start date will garner a 25% refund. Any drops occurring on or after the start date of the program will receive no refund. Any no shows on the date of the event will receive no refund. Refunds may be issued to the original form of payment by credit card, or as credit to the learner account for use toward another program. Exceptions to this policy will be made on a case-by-case basis.
For online, self-paced programs: Learners registered for a self-paced online course may cancel their registration and receive a full refund up to 10 calendar days after the learner's registration date, provided they have NOT accessed the course. If the learner has accessed the course, a refund will not be issued.

Program Policies
FHSU Professional & Continuing Education (PCE) is committed to providing an inclusive and accessible learning environment for all learners. This policy outlines PCE’s approach to ensuring compliance with the Americans with Disabilities Act (ADA) and applicable federal, state, and local laws, as well as accessibility standards for online learning platforms.
PCE conducts all programs in a manner that is accessible and inclusive, providing reasonable and appropriate accommodations to learners with qualifying disabilities. Accommodations are designed to ensure that learners with physical, visual, auditory, or other qualifying disabilities can fully participate in all course activities.
For programs conducted exclusively outside the United States, PCE may request a waiver or modification of specific disability accommodation requirements to comply with the applicable laws of the host country.
PCE’s online learning platform, Lightspeed VT, meets standard web content accessibility guidelines (WCAG 2.0). This ensures that industry-standard accessibility tools—such as screen readers—can accurately parse and present content for learners with accessibility needs. Additionally:
- All video chapters in Lightspeed VT include closed captions.
- Full video transcripts are available upon request.
Learners requiring accommodation(s) should contact the Student Accessibility Services office as early as possible, ideally at the time of registration.

PCE will engage in an interactive process with the Student Accessibility Services office to determine reasonable and appropriate accommodation(s) based on the request and available resources.
Learners are not permitted to audit programs at this time.
- The Family Educational Rights and Privacy Act (FERPA) is a United States law that protects the privacy of student records.
- Fort Hays State University abides by FERPA does not release learner information unless permitted to do so. Learn more at https://www.fhsu.edu/registrar/FERPA/. For questions about FERPA and PCE programs, contact pce@fhsu.edu.
- Employer/Affiliation(s) listed in a learner's Modern Campus profile allow you to choose to have your employer/group billed or to avail of membership discounts (when applicable) when you register for PCE programs. This choice will be presented to the learner at registration.
- If a learner affiliates their PCE registrations with a company or group, OR requests that their company be billed directly for their registrations, Fort Hays State University will release to the appropriate company or group the following enrollment details: the learner's Modern Campus account number, learner type, learner registration(s), program schedule(s), delivery method(s) and location(s), units, tuition amount(s) and fees due.
FHSU Professional & Continuing Education (PCE) is committed to providing high-quality, professional learning experiences. This policy outlines the procedures for reviewing and resolving learner complaints and disputes, as well as policies regarding program fees, refunds, and program withdrawal.
PCE values learner feedback and is committed to addressing concerns promptly, fairly, and transparently. Learners have the right to raise complaints regarding course content, instruction, accessibility, administrative issues, or any other aspect of their training experience.
All programs delivered by PCE are assessed via an end-of-program evaluation. Feedback on how PCE can improve its program offering(s), instruction, and operations are collected in this evaluation. We encourage learners to participate in this evaluation process.

Within the University Compliance Office is the Confidential Reporting Line. If you have a complaint regarding fraud, employee misconduct, or other ethics and compliance issues you can call this line at any time. The number is 785-628-4033.
